चंद्रपूर जिल्ह्यातील ताडोबा-अंधारी व्याघ्र अभयारण्यातील वाघांच्या भ्रमंती परिसरातील आगरझरी आणि लोहारा येथील कोळसा खाणी रद्द करण्याचा निर्णय होऊन अवघे काही दिवस झालेत. या पार्श्वभूमीवर, याच अभयारण्याला लागून असलेल्या प्रदेशात नव्याने काही कोळसा खाणींना मंजुरी मिळावी म्हणून केंद्र सरकार दरबारी धाडण्यात आलेल्या प्रस्तावांना मंजुरी मिळू लागली आहे. त्यापैकी अभिजीत ग्रुपच्या बन्दर कोल कंपनीला २९ मे २००९ रोजी मंजुरी देण्यात आल्याचे उघडकीस आले.
चिमूर तालुक्याच्या बाजूने मेळघाट अभयाण्याशी जोडणारा हा भाग असून ताडोबा अभयारण्याच्या बाजूस कोळसा पट्टा दिल्याने व्याघ्र अभयारण्याला धोका निर्माण झाल्याचे पर्यावरणप्रेमींचे म्हणणे आहे.

New mining threat near TadobaCHANDRAPUR: Even as the ministry of environment and forests (MoEF) has de-allocated the Lohara and Agarzari coal blocks which pose threat to the tiger corridors of Tadoba Andhari Tiger Reserve (TATR), the abode of around 45 tigers now faces a fresh threat from a couple of other mines proposed very close to the buffer zone boundary. The coal block allocated to Bander Coal Company Private Limited (BCCPL) in Chimur tehsil to the north of the tiger reserve threatens to cut off the only corridor connecting TATR to Melghat tiger landscape.
यासंबंधातील ताज्या उपलब्ध माहितीनुसार , ब्रह्मपुरी वन विभागाकडे बांदेर कंपनीने प्रस्ताव दिला असून तेथील वन संरक्षक संजय ठाकरे यांनी तो राज्याच्या मुख्य वनसंरक्षकांकडे धाडला आहे. बांदेर कोळसा कंपनीने खाणकाम करण्यास परवानगी मागितली होती. त्यातील एक ओपन कास्ट आहे. कंपनीला खोदकाम करण्यासाठी या क्षेत्रात १,६०४.६७ हेक्टरची जमीन हवी आहे. या जमिनीत खाजगी मालकांची ३९५.६७ हेक्टर , महसूल खात्याची ३८.८४ हेक्टर तर वन खात्याची १,१७०.६० हेक्टर जमीन आहे.
चंद्रपूरचे लढाऊ कार्यकर्ते बंडू धोत्रे म्हणाले की , या कोळसा पट्टयात नागपूर , वर्धा आणि बोर अभयारण्य येते. शिवाय , हे सर्व भाग मानवी वस्तीचे आहेत. तेथे शेतीही केली जाते. रस्त्यांनी ते परस्परांशी जोडलेले आहेत म्हणूनही ते पर्यावरणीयदृष्टया संवेदनशील आहेत.

धोत्रे म्हणाले की , बांदेर कंपनीला देऊ केलेला कोळसा पट्टा ताडोबा अभयारण्याच्या १० कि. मी. च्या हद्दीत येतो. या अभयारण्याच्या मुख्य भागापासून पुढे केवळ ७.५ कि. मी. चा भाग बफर झोन म्हणून जाहीर करण्यात आला आहे. हा कोळसा पट्टा बफर झोनच्या बाहेर येत असला तरी कोळसा खाणीची सीमा बफर झोनला लागून आहे. ओपन कास्ट खाणकाम तेथून नऊ कि. मी. वर होणार आहे. हा पूर्ण भाग १० कि. मी. च्या आत येतो. सुप्रीम कोर्टाच्या मार्गदर्शक तत्वानुसार अभयारण्याचा संपूर्ण संवेदनशील भाग म्हणजे १० कि. मी. ची सीमा असली पाहिजे.
सरकारने अजून संवेदनशील भाग किती आहे , हेच जाहीर केलेले नाही , असे सांगून ते म्हणाले की , याउपरही अशा संवेदनशील भागात खाणकामांना परवानगी देता कामा नये. ताडोबातील वन्यजीवांवर विपरित परिणाम होतील म्हणून वने आणि पर्यावरण मंत्रालयाने याआधी १९९९ मध्ये याच कोळसा खाणीचा प्रस्ताव फेटाळला होता. आता १० वर्षांनंतर व्याघ्र भ्रमंतीचा मार्गच संकुचित झाला आहे. अशा स्थितीत प्रस्ताव फेटाळण्यात आलेल्या कोळसा खाणीला परवानगी देणे अयोग्य आहे.
कोळसा खाणीचा हा पट्टा मुळात ब्रह्मपुरी वन विभागात येतो. हा भाग प्राणी आणि मनुष्य यांच्यातील संघर्षासाठी ओळखला जातो. खाणींमुळे प्राण्यांवर संकट येऊ शकते. ताडोबा अभयारण्य व्यवस्थापनाने हा भाग धोकादायक बनल्याचे म्हटलेले आहे. एका आराखडयाअंतर्गत त्याचे नव्याने संवर्धनही व्यवस्थापनाने सुरू केले आहे. वनेमंत्री जयराम रमेश यांच्या ध्यानात ही बाब अलीकडच्या दिल्ली भेटीत आपण आणून दिल्याचेही धोत्रे यांनी सांगितले. आपणास अद्यापपर्यंत कंपनीकडून पर्यावरणविषयक मंजुरीसाठी कोणताही प्रस्ताव आलेला नाही , असे त्यांनी म्हटले आणि पर्यावरणाला मारक कोणत्याही प्रकल्पाला मंत्रालयाकडून परवानगी दिली जाणार नसल्याचे आश्वासन त्यांनी दिले , असेही धोत्रे म्हणाले.
It appears that Chandrapur citizens have finally realised what loss
they will sustain if the mine of Adani Power Limited (APL) is allowed in the core forest area of Lohara near Tadoba Andhari Tiger Reserve (TATR). Their strong opposition to the proposed mine was reflected in the total response to a strike call given by conservationists, social organizations and political parties collectively on Tuesday.

The movement to oppose the proposed mine that was underway since one year gained fresh momentum after conservationist Bandu Dhotre began a fast unto death from July 20th before the district collectorate. As the agitation progressed, people in every section of the society understood the importance of preserving Lohara jungle and soon, support began pouring in to the satyagraha started by Dhotre. As his hunger strike entered the 9th day on Tuesday, bandh was called upon unanimously by supporters of Dhotre.

Three major political parties including Congress, BJP and Shiv Sena backed it. The bandh call evoked 100% response and traders in Chandrapur did not open their shops in the main market in the morning. Education institutions too declared holiday and students reaching the schools and colleges were turned
back. Even petrol pumps and cinemas were kept closed. However, emergency services such as hospitals and medical shops remained open. No effect of the bandh call was seen on the attendance in government offices and banks.

Several groups of Congress and Shiv Sena supporters, along with those of conservationist organizations, were seen parading along the streets, closing the few shops and institutions that defied the bandh call. Streets and markets wore a deserted look in the afternoon following the bandh call.

Former Congress MP Naresh Pugalia, who was first among the political leaders to declare full support to Dhotre's agitation said, "I have written to Prime Minister Manmohan Singh, urging him to revoke the permission to all coal blocks allocated around TATR, including Lohara coal block given to APL. The allocation in the core forest area threatening the existence of the tiger is in stark
contrast with the policy of union ministry of environment and forests. While I have detailed the disastrous consequences of mining in the forest around Tadoba to PM and other concerned authorities, I will personally take up the issue with them when I reach Delhi."

In light of the fact that Lohara forest acts as a tiger corridor and allowing mining in this rich wildlife habitat will disrupt ecological balance to a disastrous extent, Pugalia has demanded for CBI probe about how APL managed to get coal block allocated in core jungle area. He is likely to fly to Delhi on Wednesday to take up the matter with the authorities concerned.

Meanwhile, support continues to pour in for Bandu Dhotre. On Tuesday, office bearers of Chandrapur Bar Association met Dhotre and declared their full support against the proposed APL mine in Lohara.

"Now, traders, industrialists, doctors, lawyers, politicians, conservationists, ex-forest employees and, most importantly, the common man, stands with me in the fight against APL. The district collector repeatedly tried to pursuade me to give up the fast, claiming that the matter is concerned with union government and there is nothing left to be done at the district level. However,
I will not budge till the union coal ministry cancels the allocation of the coal blocks," said Dhtore.

 MPs ask Manmohan Singh to prevent coal mining near tiger reserve


politicians cutting across party lines have opposed coal mining near the Tadoba Andhari Tiger Reserve in Maharashtra. Till recently they were pushing for fast-tracking clearance to the mining project proposed by the Adani Enterprises.
In a letter to Prime Minister Manmohan Singh, members of the Parliament (MPs) from Vidarbha said the proposed Lohara coal mining project in Chandrapur district will devastate the tiger reserve and requested the Central government to give it a second thought.
Political support to the project waned in July in the face of fierce public protests. Environmental activist Bandu Dhotre started a fast-unto-death on July 20. Dhotre's hunger strike gathered support from about 100 environmental organizations that staged protests, including mass head tonsuring and writing letters to the President of India in blood. On July 28, eight MPs from Vidarbha, including the Chandrapur MP Hansraj Ahir earlier supported Lohara mine, wrote to the prime minister demanding that the project be cancelled. Dhotre called off his strike on August 2 after Union environment minister Jairam Ramesh assured no project would be cleared without considering its effect on wildlife and environment.
Dhotre said he will continue his fight. "If the government clears the project, it will face stiff public opposition," he said (see 'Clearing forests for coal', Down To Earth, December 1-15, 2009).
Sudhir Mungantiwar, legislative assembly member from Chandrapur city, said political opposition to the project grew after two facts were revealed: One, a similar coal mining project was turned down in 1997 because underground mining (to minimise damage to the environment) is not possible in Lohara. Two, Adani is the biggest coal importer in India; it supplies coal to the Maharashtra government at an exorbitant rate. "Why can't it use the imported coal for its own power plant instead of mining for it?" he asked.

NGO demands protection of TATR corridor

CHANDRAPUR: Eco-Pro organisation has taken up the demand for protection and conservation of fast depleting tiger corridor between Tadoba Andhari Tiger Reserve (TATR) and the Indrawati tiger project in Andhra Pradesh. A delegation of the organisation brought the various aspects posing a threat to the tiger corridor to the notice of Union minister for forest and environment Jairam Ramesh and member secretary of National Tiger Conservation Authority Rajesh Gopal in New Delhi a couple of days back.

President of Eco-Pro Bandu Dhotre said that a continuous stretch of jungle from TATR passing through Lohara, Junona, Ballarpur, Kothari Dhaba forest areas in Chandrapur district connects it to the Chaprala sanctuary in Gadchiroli district and further to the Indrawati tiger project across the border in Andhra Pradesh. He claimed that there are around 50 tigers in the jungles of Chandrapur district, apart from in TATR.

"This continuous stretch of forest land, though thinned at some places, acts as a corridor for tigers and other wild animals up to Indrawati tiger reserve in Andhra Pradesh. However, tree felling by FDCM authorities in Dhaba forest range and illegal felling and increasing traffic on the roads intersecting the forest areas are causing hindrance to the movement of wildlife and disturbing the corridor," said Dhotre.

He claimed that tigers had vanished from Chaprala way back in 2000. However, a pair of tiger has reappeared in this sanctuary this year, thanks to the same corridor after nine long years. "Any disturbance in this corridor would be detrimental to the wildlife and its movement," he said.

Dhotre begins fast unto death

CHANDRAPUR: Bandu Dhotre, president of Eco-Pro, began his fast unto death agitation (satyagraha) on Monday in front of the district collectorate here to oppose the proposed coal mine by Adani Power Limited (APL) in Lohara jungles near the Tadoba Andhari Tiger Reserve (TATR). This is the second time Dhotre has launched a satyagraha to oppose the proposed mine, which will threaten the existence of tigers and wildlife habitat in and around TATR.
Several conservationists joined in Dhotre's protest, raising anti-Adani slogans and demanding stop to all mining activities by Adani or any other concern in the vicinity of TATR. They also took part in a protest
Social workers and conservationists like Umesh Choube, Haribhau Kedar, Seema Sahu, Dyaneshwar Gurav, Swanand Soni, Sanjay Karkare, Yogeshwar Doodhpachare, Pradeep Deshmukh, Mukesh Walke and others took part in the protest march.
"After being deceived last time, this time I am alert and will not give up the satyagraha unless competent authorities reject all the mining projects that threaten the existence of tigers and rich flora and fauna near TATR," said Bandu Dhotre. He had staged a similar satyagraha during the winter session of the assembly at Nagpur over the same demand and called it off after forest minister Babanrao Pachpute promised to come up with a solution to the issue.
"Pachpute, instead of rejecting the proposal of a mine in Lohara, constituted a study committee to mitigate the damage. The study group turned out to be an eyewash, as every body from the forest department on it was pushing for clearance of the project instead of opposing it. As the group was going against my demands, I resigned within an hour of the first meeting of the group," said Dhotre, adding that this time no trick will move him from his stand.
"This time I am prepared to face any consequences and will withdraw only after I get a concrete promise to reject the Adani mine and other similar projects at Lohara and nearby jungles," he said. Dhotre said the APL mines and other industrial groups coming up in the jungles would destroy the tiger corridor connecting TATR with other junglesmarch from Gandhi Chowk to collectorate.
